Jason Woolard

Chief Operating Officer

Jason Woolard performs a strategic role in the PCGI Leadership Team. He is responsible for planning, implementing, directing and managing staff resources, staff development, operations, and administrative functions for the department. Mr. Woolard organizes, directs, and oversees client teams to ensure effective operations, regulatory compliance, cohesive client services, and client satisfaction.

As a Veteran Officer of the United States Air Force having served in six countries around the world, Mr. Woolard possesses a wealth of real-world leadership, strategic planning, problem-solving, decision-making, and organizational and personnel management experience. He previously worked as a project manager for a commercial general contractor and as a master planner for an international engineering firm where his extensive experience helped to build and maintain productive partnerships between government agencies and private developers. Leveraging those years of diverse experience with public-private partnerships, he has managed Special District land development and public infrastructure projects with a combined value of more than $400M.

Mr. Woolard earned his Bachelor of Science in Civil Engineering from Colorado State University, and he is a LEED Accredited Professional.

Mr. Woolard resides in Denver with his two children. He enjoys traveling, snowboarding, Broncos games, and participating in school and sports events with his children.
