Land and Design Phase
- Negotiate Right of Way, Easement acquisition and dedication
- Assist with entitlement approvals with municipality, county, etc.
- Preliminary estimating based on conceptual design
- Serve as project liaison with district, municipality, county, etc.
- Manage contracts and agreements
- Negotiate cost share, over sizing, etc.
Administration
- Prepare monthly project report
- Facilitate developer reimbursements
- Documentation and cost summaries

- District Bonds

Bidding Phase
- Conduct and complete public or private bidding process as required for the specific project
- Prepare bidding documents including invitation, instruction, general provisions, special provisions, etc.
- Conduct all applicable meetings including pre-bid and bid opening
- Comply with local, state and federal bidding regulations, including postings, etc.
- Complete bid comparison process providing an accurate "apples to apples" comparison
- Recommend and assist board with contract award
- Prepare and convey notice of award and notice to proceed
- Prepare, negotiate and finalize execution of contracts, bonding, special provisions, and general conditions.
- Create and distribute final, executed bid document binders
- Administrate contract provisions

Construction Phase
- Observe, document and report contractor progress and completion of improvements
- Observe, document and report improvement compliance with all relevant regulations including local, state, federal OSHA etc.
- Manage project contracts and agreements
- Manage project schedule with Construction Manager
- Verify construction procedures on behalf of the District
- Conduct regular on-site project meetings
- Work closely with the Construction Manager and the District Engineer insuring the design compliance and completion of the improvements
- Manage initial and final construction acceptance process on behalf of the District
- Initiate and acquire initial and final acceptance from districts, municipalities, counties, etc.
